Buy things that are cheap but showing positive changes

Jim Rogers sees a huge opportunity and potential for reward in a united North and South Korea. He thinks an United Korea would result in it being "the most exciting country in the world for the next decade or two." 

Specifically investing in North Korea could be a great idea because everything there is cheap and thus would be a less risky investment.
